Development and Land Use Applications

This page includes development projects and land use applications submitted to the City. The review process from the time of an application through the time of approval can take anywhere from a few months to a few years to gain City Council approval. The review process includes staff review, Planning Commission review, City Council review, and a public hearing. Final approval of any application resides within the authority of the City Council. Questions regarding potential future developments can be directed to City Hall by calling 651-459-5677. 

Several items are typical in all review processes including:
  • The proposed use of the site and how it impacts adjacent properties
  • The overall impact on the community
  • Parking (outdoor and covered)
  • Stormwater Management
  • Municipal services (water, sewer, and emergency)
  • Traffic impacts (including pedestrian traffic)
  • Impact on potential future development
  • Timelines and expectations of the site upon project completion

Development Applications

Red Rock Square II

Red Rock Square II, which is the second phase to Red Rock Square Apartments, is a proposal by MWF Properties to build a three story 51-unit family workforce apartment building located at the NE corner of Maxwell Avenue and Red Rock Crossing. Project amenities will include a community room, fitness center, tot lot, underground parking, and on-site property management and maintenance staff. Additional land to the north and east of Red Rock Square II will be set aside for future development. MWF Properties has submitted a Preliminary Plat, Planned Unit Development, and Conditional Use Permit application for the proposed development and is targeting to break ground on the project this fall.

Red Rock Villas
Red Rock Villas is a multi-phase concept plan to build high-quality, market-rate rental properties located along 7th Ave north of Glen Rd. These properties are proposed to be environmentally friendly as the construction design includes solar panels and keeps energy usage for future residents at a minimum. The design is similar to a long townhome but the proposed design includes a rooftop promenade and an open space concept between units.

Conditional Use Permit Application
Applicant: Kor Fitness & Performance
Location: 982 12th Street (bioLawn site)
Purpose: Apply for approval to operate a Fitness & Recreation business
Description: KOR Fitness & Performance is currently operating a cross-fit gym at 785 20th Street, Newport, MN, and is wanting to lease a larger space as their business grows. A Conditional Use Permit is required by City Code for a gym to operate.

Conditional Use Permit Application
Applicant: bioLawn
Location: 1139 Tibbetts Place
Purpose: Amend current Conditional Use permit. 
Description: An amendment to the Conditional Use Permit will allow for a space to be rented for non-lawn service use. More specifically, allowing for fitness and recreation use in this instance. An amendment is required to keep the current Conditional Use Permit valid during the lease period and to resume bioLawn's lawn service (not landscaping) use at the expiration of the lease.
